I walked over the LA river on Los Feliz blvd.. The overpass between Griffith Park and Atwater village. I saw islands on both sides of the overpass. Obviously, created by the silt and other natural debris piling up over the years. The water wasn’t deep either.
So, would the LA river exist if there was no concrete? Since the population has doubled and it looks like LA doesn’t get as much rain as it used to, would the LA river actually run to the bay 24/7/365?
There should be a definite answer to that and if there isn’t, well with a billion plus in spending on the line, and no proof, you got your answer too.
